I think that happens in SharePoint when a site created from a template still exists in either the end user or site collection recycle bin.

If you have deleted the site, can you please try either removing it from both recycle bins or restoring it, then the solution should de-activate ok.

The site was deleted and I also went into both recycle bins and deleted the contents.
I stil have same issue. I'll go in there and try to remove via stsadmin

Ok if the problem persists after trying with stsadmn, it might be worth a check of your servers eventlog in case it has anything meaningful. If not the offer is there for me to look through our latest ULS logfile as that should tell us all - I'll give you my email address to send the file to in which case.

I'm off out for the evening though, so can't do anything until tomorrow now, but we'll sort it.

I'm able to create the same error by deleting a site and leaving it in a recycle bin - And then fix it.

Can you please double check that along with deleting from the site collection recycle bin, you have also removed the site from the 'Deleted from end user recycle bin' view as shown in the capture.png attachment.
